Dr. Elga Bartsch: In terms of the policy forecast, I think the euro area needs sustained monetary policy, especially as inflation expectations are once again slipping. Hence, I am in favour of leaving interest rates unchanged at the upcoming meeting and to push out the forward guidance on the first rate increase to mid-2021. In my view, the Governing Council also needs to reiterate that it stands ready to use all tools, if needed. With growth decelerating and inflation subdued, there is no place for complacency at the current juncture.
